According to Decree 50, the design, installation, adjustment and maintenance of security equipment and systems is an activity that requires a special permit (license) for the right to carry out security activities. According to the same law, it is not required to obtain a license for the design, installation, adjustment and maintenance of personal protective equipment.

On his site, the owner can organize video surveillance with the consent of the persons living with him and his neighbors, if the video camera also covers their site.

In accordance with paragraph 4 of Article 222 of the Labor Code of the Republic of Belarus (hereinafter referred to as the Labor Code), an employee has the right to receive reliable information about working conditions at the workplace, as well as about protective equipment against hazardous production factors. Compliance with Article 222 of the Labor Code will be familiarization of the organization’s employees against signature with the internal labor regulations, which will indicate the availability of technical controls at the organization’s facilities.

It should also be noted that it will be illegal and unjustified to place technical controls in public places such as: toilets, bathrooms, rest rooms that are not related to the performance of labor functions, since this violates the constitutional right to privacy (Art. 28 of the Constitution).

Thus, Article 229 of the Civil Procedure Code of the Republic of Belarus allows sound recording, video recording, film and video films, as well as recordings on other media as evidence. The information obtained with the help of the aforementioned recordings and films is evaluated in conjunction with other evidence in the case. Sound or video obtained in a hidden way cannot be used as evidence, except for cases when such recording is allowed by law.

With analog or AHD cameras

AHD devices are a hybrid version, in the process they process a digital signal and convert it to analog. This combination allows you to get a high quality picture and transmit it over long distances. This drawback can be eliminated thanks to special software that removes interference and improves image quality.

Signals from analog cameras are received via coaxial cables at distances of up to 500 meters, they can be increased up to 700-800 meters. At the same time, such devices do not have signal compression, so the picture on the screen will not freeze like in IP cameras, which take time to digitize the image.

AHD video surveillance for home is considered the most economical compared to digital.

Digital IP and HD-SDI systems

IP cameras combine the functions of a surveillance device and a mini-computer. They record video and simultaneously broadcast video streams in digital format using network protocols using packet routing. Such devices consist of a lens, a matrix, and processors. In the process, the lenses focus the image on the matrix, which converts its color into a digital signal, which is fed to the processor. After that, the video streams go to the compressor, which compresses them and transmits them to the network via Ethernet.

Each camera has its own IP address, which is transmitted with the connection and is used in the process of synchronizing the device with the recorder. Without it, installing home video surveillance with your own hands and fully configuring the system will be impossible. Video cameras of this type broadcast streams to a server, personal computer or cloud, the destination of the data will depend on the wishes of the user and the installation conditions. If we are talking about the installation and connection of several cameras, they are connected to the recorder using a router, switch, or use a separate port for each.

I want to install video surveillance in my house. Which CCTV cameras with IR illumination to choose?

So, I want to protect my home with a video surveillance system. I need a video surveillance system that will work during the day, at night and in low light locations. The best option is likely to be an outdoor IR (infrared) surveillance camera. The camera reproduces the image even in complete darkness and the spectrum of light invisible to the human eye. Surveillance technologies in the infrared range, which were used by the military 5-10 years ago, are now widely used in security video surveillance of a house or adjacent territory.

How far should an IR video camera see? Most infrared cameras are designed to be able to see a certain distance in the dark. Modern cameras can operate in two modes: “Day” (with a color image) and “Night” (with a black and white image). When you switch to the “Night” mode, a special filter is activated on the camera, which helps the camera matrix to catch more light in the IR range in low light or in the absence of it. IR illuminators are sold separately, they can be installed next to the video camera and direct the beam along the camera’s observation axis. You will get a ready-made solution for video surveillance in low light or in complete darkness. IR illuminators are designed for different wattage and have different illumination distance. Check their specifications before buying.

So what is an outdoor IR camera??

The infrared camera has a special light indicator that can be seen on the front side. Thanks to LEDs operating in the infrared range, a directional illumination beam is turned on, one might say, such a “night vision device”. The surveillance camera will switch to “NIGHT” mode and turn on the infrared lighting only when the illumination level near the video camera falls below a certain level. If the camera was previously working in color mode, it will switch to “black and white” mode, as the image will be sharper, brighter and more contrasty than the color image. It is worth noting that, thanks to IR illumination, it is possible to obtain a clearer image in bad weather conditions, for example, in fog or haze. If you are going to use infrared video surveillance cameras outdoors, then it is better to choose those that can be easily mounted on various surfaces (ceiling, wall, pole) and have a degree of protection against moisture and dust. It is advisable to provide protection against vandalism and direct sunlight on the camera lens.
